Who is this Darake Kitoushi and who are you?
Good ole Kit was the creator and leader of the site for a time way back when. A good ole' boy from a time gone by. But then the fire nation attacked and by fire nation I mean his stringent adherence to the Canon that is Bleach. Now, I'm not knocking him, this was his site and with it his own power to mold as he saw fit. I'll be the first to say that Kit is a great guy, but his hard-line adherence to the Bleach canon caused the death of the site in the fact that it was neigh impossible to get accepted unless it was on his terms. Thusly the site died and remained dormant for a while. Kitoushi has unfortunately departed us during this absence, hes not dead hes just not playing with us anymore. He had since left and without distributing his power as Head Admin onto another, we make due with what we have left. I am an old friend of Kit's who came back with a desire to play me some Bleach; in part due to no one wanting to take up the mantle, I have come and (with mostly everyone's blessing seeing how much of the staff hasn't returned either) assumed the mantle of Head Admin to try and breath life back into the site.
What can I do and not do?
Pretty much whatever you want to do. We do not try to hold back anyone's creativity by (almost) any stretch. Of course their must be soooooooooooooooooome rulings against certain things. When it doubt, as a Modmin.
What if I wanna make more characters but don't wanna start over at square one?
Proving yourself should be first and foremost with your characters. Yet, no one always wants or should to start over at the beginning. Secondary and Tertiary characters will receive some leniency towards stats. Still, effort must still be put forth to warrant that freedom.
But Kitoushi said that there are no power levels here?! What gives?
No system is perfect and will never be. Unfortunately for an "everyone the same power" system still has the flaw that we want to get away from. It is an Honor system that relies upon it's members to show that they understand where their character fits into the grand scheme. Unfortunately, as it was previously set up, that still means that a player can ignore much for no consequences. I'm not saying it was ever done or that it had been done, but that it can be done, that it has the possibility of abuse. We still wish to keep power in the player's hands in the sense of an honor system. However, he do realize that a more concrete system is more favorable for what can and cannot be done.
What is your maximum/minimum age for a character?
Age tends to be an important factor as many people equate Age to power and try to use advanced age as a cheap trick to get free power. Making an easy hard: any. This is more of a "Have you deserved it?" question. That is not to say anyone can apply for any age they want, but they must show capabilities in approaching the prestige and capabilities that come with age. Can you show us, through a phenomenal app, that you deserve the glory of a a character that has survived to a righteous old age?
Still, what is acceptable?
So long as you make it correct with contemporary history. Any age is... "theoretically" possible, the more crazy you get, the more we expect out of you.
What does Age contribute to?
To make younger characters more attractive. Age contributes to two things.
1) Typical starting stats
2) Growth curve
Younger characters will generally start out with lower stats, but will be able to grow faster and stronger over time.
Older characters will generally start out with higher stats, but due to their already elongated lives they are more set in their ways in trying to adjust to change and thus gain stats more slowly over time.
There can be exceptions to this rule. Such as older characters with low stats or younger characters with more.
What about naming things?
Bleach follows a typical naming convention of Spanish for Arrancar, Japanese for Shinigami, German for Quincy, but it really doesn't make sense as to why your character automatically speaks a language they may have never heard before (especially in the likes of older characters before world travel was feasible). Thus it makes more sense that characters just "speak" and they are "understood". If a person would naturally speak Japanese, a Spaniard would hear the words in Spanish, a Russian would hear Russian, a Scottsman would hear Gaelic and so on. Therefore, it really isn't important what language a character speaks, thus no need to follow a naming convention. Name your techniques or characters whatever you'd like.

Worst case scenario, try something - anything - you'd like and we'll discuss on how we can implement it or go about trying to accept it, if it's widely against canon. If it's too far from canon, e.g. making your own plane of existence, that might be problematic.

How will combat be moderated?
Firstly by the involved combatants to correctly moderate themselves, secondly, by the staff. Combat will be glanced at by the Staff in terms of fairness and correctness towards a character's capability. If the Staff feels a certain character is overstepping bounds, we will step in and write a snippet of what really happened. Such as, a specialized Ranged-Sniper going toe-to-toe with a Melee-Monster rebuffing their attacks constantly but not having the stats to back it up? The Staff will step in with a warning. If it continues the Staff may step in and "rewrite" a small snippet of the "losing post" to be more inline with what would have happened. Do remember to take care of yourself and treat everything with proper fairness.
