Founded by the illustrious Captain Commander the Gotei Thirteen Court Guard Squads were formed in order to assign shinigami to flourish under their appropriate specializations. This allows proper command of the units in an efficient model assigning talents to their optimum use. The said Captain of each division is then endowed with particular set of rules in they have nearly ultimate authority within their own division, but all must still answer to the Central 46 Courts. All answer to their lieutenant, who answers to their Captain, who answer to the Captain Commander completing the feudal militaristic structure of a shogunate. In summary the members are arms of the military and must answer their orders like soldiers regardless of their individual thoughts. Soul Society is not in the least tolerant of decent and traitors are very easily tracked and tried in a military court room nearly always leading to summary execution.
To become a Captain is not simply to be the best sailor on the ship, but the best sailor that is the leader of men. There are others who may excel you in your talents, for your focus is now on a much grander scheme. Your men look to you and you must lead them regardless of your personal quandaries. To assume the position of captainship, the ritual is done by three specific manners and without exception. Usually these options are only available to accomplished veterans who have carved a name for themselves in the public eye or at least the higher ups that matter. For indeed some assume position through political charisma or intrigue. Some for there outlandish strength and ability to rally men. Others for their scientific talents or studies in demon arts. Even fewer there are those with sinister backgrounds.
1.) Captain Proficiency Test
This is a test in front of the Captain Commander and two veteran Captain's in which the applicant performs the final release of their bankai to be judged. Their performance is discussed and a verdict will be rendered at the next Captain's Meeting. This is the method most Captain's have risen to their position.
2.) Personal Recommendation
A far more difficult task than it appears, one must gain personal recommendations from six Captains. Even then they must still have approval from at least three of the remaining seven. This requires an unrivaled charisma and ancillary achievement in the eyes of the Gotei.
3.) Trial By Combat
This involves the most arrogantly confident method in which one fights nearly to the death against a Captain on their ground. More over one must have two-hundred witnesses of the particular division to verify the event. With nearly impossible odds, only a soul few succeeded with this method and it is looked down upon as barbaric, however is the only one exempt of the judgment of other Captains.
